Spin Out and Deliver: lessons from the front line of public service reform

Social Enterprise London launched the second year publication of Transitions: Spin Out and Deliver: lessons from the front line of public service reform at the Guardian Office, London.

The event had Allison Ogden-Newton, Chief Executive of Social Enterprise London giving the opening note on working directly with public bodies, understanding of how spin-outs can improve delivery and create efficiencies.

Matthew Booth from Ealing Council as the keynote speaker who spoke on few of the key things learned through working with other local authorities and organisations inside and outside London, and what has been perceived as some of the opportunities and challenges to be going forward.

The event was also attended by Colin Crooks, Managing Director from Green-Works as well as Andrew Burnell, Chief Exectuive of City Health Care Partnership CIC

SEL started on this journey 15 years ago with our first guides on services such as childcare which we thought could be done more efficiently by those outside the public sector whether they started there or not. Today we learn that leadership is the key, that identifying and supporting those able to inspire and drive the project is the single most significant contributor to success.

At Social Enterprise London (SEL), we’re privileged to be working with some of the most extraordinary public servants in the country, supporting them to create organisations that have the potential to be outstanding social enterprises through our groundbreaking Transitions programme.

Launched as a part of Social Enterprise Day about celebrating inspiring social media entrepreneurs, Spin Out and Deliver brings together a complete written guide for a public-sector worker keen to establish a social enterprise available anywhere, alongside a full programme of training. This short guide summarises the key findings we’ve made during our first year working in the field.

Policy Background:

  • Since the announcement of the Right to Provide by the Government in 2010, a remarkable ground swell of enthusiasm for the creation of public service social enterprises has developed. Now running into its second year, Social Enterprise London (SEL) are privileged to be working with the most innovative local authority departments in the country, supporting them to create the potential to be outstanding social enterprises through our groundbreaking Transitions programme.
  • Social Enterprise London is working with four local authorities across the political spectrum, that between them plan to spin out 22 services

 The aim of this publication is be to create a dialogue on how spin outs can improve delivery and create efficiencies and understand the best practice that has been created in the last twelve months.
